Web Desk: Pakistanis preparing to travel abroad can now access a wide range of government services at the operational Pakistan Asaan Khidmat Markaz in Islamabad, where services from 12 government institutions are available under one roof.
The center, located in Sector G-9, was established under Pakistan’s cooperation with Azerbaijan and follows the country’s ASAN public-service model. It initially began operations with 64 services delivered through 12 government institutions.
The facility is designed as a one-window service center, reducing the need for citizens to visit different government offices for separate documents and procedures.
The center provides more than 60 public services covering documentation, identity, travel, police verification, municipal matters and utilities.
Publicly reported services include:
- Passport-related services
- NADRA identity and documentation services
- NADRA biometric verification
- NADRA e-Sahulat services
- Police character certificates
- Other police documentation and facilitation services
- Domicile-related services
- Foreign Office document attestation
- Apostille and educational-document verification
- Birth certificate services
- Death certificate services
- Marriage and Nikah registration
- Family-related documentation
- CDA services
- Metropolitan Corporation Islamabad (MCI) services
- Utility-related services
- SNGPL-related digital services
- IESCO-related digital services
- Tax and government-fee collection services
- e-Stamp services
The center has also introduced a dedicated marriage-registration facility, while NADRA e-Sahulat and e-Stamp services were added later to expand the range of services available to citizens.
For people preparing to leave Pakistan, several services available at the center can be particularly relevant.
Citizens can access passport-related services, police character certificates, biometric verification and Foreign Office document attestation. The latter is especially relevant for people who need official documents authenticated for use abroad.
The Foreign Office has also made document-attestation services available at the Asaan Khidmat Centre. The government said the attestation system is connected with databases including those of the Higher Education Commission, Inter Boards Coordination Commission, NADRA and the National Police Bureau.
Under the Apostille system, the government has also moved toward a one-step authentication process for eligible documents.
The original government plan identified the following departments and institutions for the one-window facility:
- NADRA
- Islamabad Police
- Capital Development Authority (CDA)
- Drug Regulatory Authority of Pakistan (DRAP)
- Federal Directorate of Education/education-related services, including FBISE
- National Highways & Motorway Police (NH&MP)
- Excise and Taxation
- Sui Northern Gas Pipelines Limited (SNGPL)
- Directorate General of Immigration and Passports
- Federal Board of Revenue (FBR)
- Islamabad Electric Supply Company (IESCO)
- Deputy Commissioner’s Office
The Ministry of Foreign Affairs was also directed to provide services such as document attestation.
Because the center’s operational service mix has expanded since the original launch, the department list announced during the planning stage should not be treated as an exhaustive description of every service currently available.
The facility is not merely a proposed or planned project. Azerbaijan’s ASAN agency said more than 15,000 applications had been received at the Pakistan center by Feb. 17, 2026.
The center operates from the former Pakistan Public Works Department building in G-9, with the National Information Technology Board involved in its operation. Earlier reporting said the facility was receiving hundreds of visitors daily.
The government has continued expanding the facility after its initial launch. In July 2026, NADRA e-Sahulat and e-Stamp services were added, giving citizens access to digital payments, biometric verification, government fee collection, tax payments and other services through the center.
For citizens, particularly those handling several documents before travelling abroad, the main purpose of the facility is straightforward: bring multiple government services together so that more official procedures can be completed at a single location.
