Islamabad — The government has issued the official notification of the Civil Servants Conduct Rules 2026, making it mandatory for all officers in Grade 17 and above to declare their assets annually.
Government employees will also be required to obtain prior permission before operating blogs, vlogs, or any media platforms.
According to reports, the Government of Pakistan has formally implemented these new rules, which will take immediate effect across the country.
The rules were approved by Prime Minister Shehbaz Sharif and issued by the Establishment Division. They include strict regulations regarding asset declarations, social media activities, and external engagements of government employees.
Under the new rules, officers in Grade 17 and above must submit details of their assets through a digital portal, which will be reviewed by the Federal Board of Revenue.
The notification further states that in cases of conflict of interest, the concerned officer must recuse themselves from the decision-making process.
Government employees and their family members are strictly prohibited from accepting gifts, while prior government approval will be required for receiving any foreign awards or honors.
Additionally, government employees must obtain permission before running blogs, vlogs, or media platforms. Sharing official information on social media has been completely banned, and maintaining separate personal and official social media accounts has been made mandatory.
The document also states that authorities may request social media details at any time. Civil servants are barred from participating in political activities, supporting any political party, or openly criticizing their policies.
Similarly, they are not allowed to work in private organizations or NGOs, and part-time or full-time employment without prior permission is strictly prohibited.
The new rules place strong emphasis on integrity, discipline, and punctuality among civil servants.
