The provincial government will issue the notification for the appointment of the Inspector General of Khyber Pakhtunkhwa, according to the Act.
If the provincial government is not satisfied with the IG’s performance, more names may be sought from the federal government for his transfer.
In the absence of the IG, the Additional IG Headquarters will take charge as IG, while the Home Secretary will transfer DSPs and ASPs.
The Chief Minister will transfer SPs, SSPs and Additional IGs, while the Administration Department will issue notifications for their appointments.
In legal matters, the police will not submit replies directly. Replies approved by the Law Department and the office of the Advocate General will be submitted.
The provincial government will have authority over all police postings and transfers, while the chairmanship of the Police Policy Board will be shifted from the IG to the Chief Minister of Khyber Pakhtunkhwa.
The Chief Minister will have the authority to formulate all operational, administrative and financial policies, while administrative policies will be subject to the orders of the provincial government.
Senior police officers express concerns over the possible changes
Consultations are ongoing among Grade 18 to Grade 20 officers. Some officers fear that if the Chief Minister is granted powers and the IG’s authority is reduced, several senior officers may consider leaving the province.
Some PSP officers reportedly wish to move to the FIA and Frontier Constabulary, while some DPOs posted in the province are ready to seek transfers to Punjab or Islamabad.
Police sources say political interference and institutional changes are causing unrest among officers. There is a risk of an officer shortage and an administrative vacuum, while possible transfers and departures could affect the law-and-order situation.
