If you have purchased a new electric vehicle (EV) in Islamabad, the first prerequisite is to complete the registration process with the Excise and Taxation Department before you drive it on the road .

This is an easy but comprehensive process and comprises of verification of your documents, inspection of the vehicle, and payment of different taxes and fees.

The below given guide can help you complete your registration:

Step 1: How to get registration form?

You can download the required forms from the Excise and Taxation Department’s website at https://ictadministration.gov.pk/vehicle-registration/. You can also receive the hard copy from the department’s information counter.

Additionally, you can ask the information desk to calculate the registration fee as well.

Step 2: Required documents

Documents needed are:

Biometric verification of the vehicle owner.

Copy of the owner’s CNIC.

Application for new vehicle registration.

Proof of purchase.

Documents needed for imported, auctionedlocal vehicles

For a locally manufactured vehicle, you will be required to provide the sale invoice and sale certificate.

For an imported vehicle, you must possess documents which include the Bill of Entry, Bill of Lading, previous registration book, an attested copy of the importer’s passport, and other related documents.

In case you have purchased an auctioned vehicle, you have to provide the auction voucher and other related papers as well.

You will also be providing a testimony of your address, including a utility bill, CNIC, lease agreement, property papers, allotment letter, government office card, appointment letter, or a rental agreement.

If someone else is confirming the address on your behalf, you have to provide a copy of that person’s CNIC. Additionally, you will also have to provide their biometric verification and an affidavit.

If the vehicle ownership is being transferred, you have to provide an attested transfer letter, and the vehicle must be brought for physical verification.

Step 3: Biometric verification process

Another requirement is vehicle biometric verification slip which can be collected from Islamabad Excise and Taxation Department or at NADRA e Sahulat Centres across Pakistan.

Step 4: Document verification

The next process is submission of documents to Excise official. The officer will check the papers and record the details on the registration form.

Step 5: Fee Challan

You will be provided a computerised form F and a fee challan after you submit the relevant documents. If any document is missing, you will be informed before the process continues.

Step 6: Registration fee

The next step is to sign form F to verify your address. You can pay the registration fee at the National Bank of Pakistan counter inside the Excise office. Residents of Islamabad can also get it done through the City Islamabad mobile app.

Next you have to submit the smart card fee and number plate fee along with your documents. You will then get a vehicle registration receipt.

Step 7: Vehicle physical inspection

Then just take your vehicle and registration receipt to the inspection area. After the inspection is completed, the staff will update your receipt. And the smart card will be issued after the vehicle passes the physical inspection.

What taxes and fees to be paid

The total registration cost comprises of registration fee, advance tax, token tax, income tax, and professional tax for commercial vehicles where they are applicable.

You can be charged with late fee if you do not register the vehicle within 60 days of the invoice date. If you are choosing a special registration number, you will also have to pay an additional fee.
