Eight Years On, HMC Emergency Block Still Awaits Full Functionality

HMC Peshawar

The construction of a new emergency block at Hayatabad Medical Complex (HMC) in Peshawar has remained delayed despite several years having passed, raising questions about the timely completion of the project and the provision of modern medical facilities to patients.

Construction of the emergency block began in 2017. However, work on the project remained suspended for an extended period due to a shortage of funds. According to a report published in May 2025, the approved cost of the project was Rs1.205 billion, while an additional Rs600 million was required to complete the remaining construction work.

A report published in May 2026, citing the hospital administration, stated that most of the construction work on the emergency block had been completed. However, medical equipment, funding and staff were still required to make it fully operational.

Hayatabad Medical Complex is counted among the three major public hospitals in Khyber Pakhtunkhwa, attracting patients from Peshawar as well as various other parts of the province for treatment. In this situation, the timely provision of additional emergency facilities is particularly important for patients.

According to the hospital administration, the project could not be made functional despite a lapse of nearly a decade, creating grave issues for medical staff to cater and accommodate emergencies.

This situation raises serious questions over PTI’s so called health emergency in the province and the delivery of basic health needs to the citizens of KP.

The citizens of the province, who are already faced with dearth of basic health facilities, have also expressed serious grievances over the delayed emergency block and the so-called hollow slogans of the then PTI govt in KP. However, they have expressed optimism that the present set up will cater the issue on emergency basis and provide the citizens their due rights.
