Govt considers major shift in Islamabad administrative structure

Changes in Islamabad administration

There are major plans underway to transform Islamabad into a modern, autonomous, and empowered city. New governance structure proposals have been presented, under which the federal capital will have its own assembly, elected representatives, and a chief executive.

According to Federal Minister for Parliamentary Affairs Dr. Tariq Fazal Chaudhry said that even for minor legislation in Islamabad, approval is currently required from the National Assembly and Senate.

He added that after changes in the governance structure, various powers of the ICT administration and CDA are likely to be transferred gradually to the new local leadership. These changes may be introduced through executive orders or a constitutional amendment.

Dr. Tariq Fazal Chaudhry stated that provinces already have this authority through their provincial assemblies, and Islamabad will also have its own formal assembly. The proposed assembly may consist of around 20 to 22 seats.

According to the federal minister, the chief executive will be elected by majority vote of the assembly members, and administrative powers of ICT and CDA may also be transferred in phases.

He further said that state assets, government land, and key federal matters will remain under the control of the federation. Revenue generated from Islamabad currently goes into the federal account, but it should be spent locally on infrastructure development and rural uplift of surrounding areas.
