The corruption of JUI-F chief Maulana Fazlur Rehman has now gone international as
major document has exposed how a Fazlur Rehman acquired massive foreign funding from Libya for his private madrassa empire, Mufti Mahmood Markaz on Peshawar Ring Road.
According to official documents, the 79-kanal property was purchased in 2003 with Libyan money obtained in the name of religious work. Instead of using it transparently, the property was registered in the personal name of Maulana Fazlur Rehman.
This proves that foreign funds meant for a madrassa were turned into personal wealth, a clear case of financial fraud and abuse of religious cover for personal gain.
The corruption is not limited to funds. The same document exposes illegal occupation of state land. The Markaz has illegally encroached 52 feet of government Right of Way on Ring Road by building metal frames, boundary walls and security installations. A joint survey by PDA, District Administration, Capital Metropolitan Government and Pakhtunkhwa Highways Authority has confirmed the encroachment.
Despite a final demolition notice issued on 27 October 2019 giving 3 days to remove the encroachment, and another fresh notice in May 2026, the illegal structures remain intact due to political influence.
Sources say the Libyan funding record has never been declared publicly, raising serious questions about how much foreign money Maulana Fazlur Rehman has received over the years to run his political madrassa network.
The case exposes a double crime: taking secret foreign funding for madrassas and illegally occupying government land, proving that Maulana’s corruption model is now operating at an international level.
