Islamabad: Federal Information Minister Attaullah Tarar Tuesday held a press conference detailing significant developments in the investigation of the November 11 suicide attack near a local court in Islamabad.
According to the minister, the suicide bomber did not manage to reach the high-security area, and the first location targeted by the attacker was identified in the outskirts of Islamabad.
The Intelligence Bureau and Counter-Terrorism Department (CTD) immediately apprehended four suspects following the attack. Within 48 hours, Sajidullah, also known as Shina, Kamran Khan, Muhammad Zali, and Shah Munir were arrested.
Minister Tarar stated that Sajidullah handled the suicide bomber and provided the explosive jacket. Sajidullah had joined Tehrik-e-Taliban Afghanistan in 2015 and received training at various camps within Afghanistan.

In 2023, Sajidullah reportedly met an individual named Dadullah. The attack was planned by the leaders of Fitna al-Khawarij and TTP, Noor Wali Mehsud, through their commander Dadullah, who is currently in Afghanistan.
In August 2025, Sajidullah traveled to Afghanistan to meet Dadullah and maintained contact through a messaging app. The targets of the terrorist operation were Rawalpindi and Islamabad.
Minister Tarar expressed relief that a major tragedy was averted. Sajidullah reportedly recruited Muhammad Zali and Kamran Khan and coordinated with terrorists including Abdullah Jan, also known as Abu Hamza, in Shegal district, before proceeding to Kabul to meet Dadullah.

Dadullah reportedly conveyed instructions from Noor Wali Mehsud for the Islamabad-Rawalpindi suicide attack. Sajidullah returned to Pakistan and met with the suicide bomber, Usman Shinwari, a resident of Nangarhar, Afghanistan. Shinwari was provided with the suicide jacket and other materials and carried out the attack at G-11 in Islamabad.
Minister Tarar confirmed that while the terrorists intended to cause major destruction, they failed to reach their primary target. The entire operation was planned from Afghanistan, with Sajidullah, a former TTP member, identified as the central suspect.
During the press conference, authorities also presented a confessional statement of Sajidullah Shina.
