One citizen with 5,598 wives registered in BISP? Chairperson BISP responds

ISLAMABAD: Chairperson of the Benazir Income Support Programme (BISP) and Pakistan Peoples Party (PPP) Senator Rubina Khalid has dismissed reports claiming that a single citizen was registered with 5,598 wives under the programme, clarifying the facts behind the viral claim.

According to reports, Rubina Khalid said that reports suggesting one identity card was linked to 5,598 women are misleading and contrary to the facts. She explained that the audit report had identified 5,598 cases of marital data mismatches, not a case involving one man with 5,598 wives.

She said some circles were presenting the audit observations out of context. Even if multiple wives are registered under a family record, no additional financial benefit is provided, as only one payment is made per eligible household, regardless of the number of wives.

Rubina Khalid further stated that all BISP payments are made only after verification and profiling through NADRA, and no beneficiary can receive payments without NADRA’s confirmation. She emphasized that the cases under discussion relate solely to data correction and profiling, not financial irregularities or embezzlement.

She added that the BISP database was reverified in June 2025 and currently covers 38.7 million households. The 5,598 mismatches identified among nearly 200 million records reflect the programme’s robust monitoring and audit mechanisms.

The PPP leader said BISP has an effective system for correction, verification, and recovery before any payment is released in cases of discrepancies. She added that the programme’s transparency and effectiveness have also been acknowledged in reports by the World Bank, the International Monetary Fund (IMF), and Aga Khan University.

Rubina Khalid urged the public and media to avoid spreading unverified and misleading information regarding the programme.
