US delegation strengthens Pakistan’s critical minerals sector with new MoUs

A high-level US delegation, including representatives from United States Strategic Metals (USSM) and Mota Engil, visited Pakistan to advance cooperation in the critical minerals sector.

The delegation engaged with key Pakistani leaders, including the Prime Minister, the Army Chief, and the ministers for petroleum and commerce, to discuss copper, gold, tungsten, rare earths, and supporting infrastructure.

During the visit, Pakistan and the United States signed a memorandum of understanding (MoU) to deepen collaboration in the exploration and production of critical minerals.

High-level engagements and strategic cooperation

The Presidency hosted senior delegates, including US Acting Deputy Chief of Mission Zach Harkenrider, for discussions focused on expanding joint efforts in value addition, local supply chains, and logistics.

Additionally, leaders emphasised the long-term demand for critical minerals in defence, aerospace, and technology sectors.

Pakistan articulated a clear goal: transitioning from raw material exports to processed materials and finished products.

This vision integrates mining development with essential infrastructure, including roads, power, water, and workforce skills.

Islamabad committed to consistent policies and swift approvals to support viable, bankable projects.

Landmark partnership between FWO and USSM

A significant milestone was achieved with the signing of a major MoU between Pakistan’s Frontier Works Organisation (FWO) and United States Strategic Metals.

The agreement outlines initial exports of antimony, copper, gold, tungsten, and rare earths, with plans to scale toward establishing a USSM poly-metallic refinery in Pakistan.

This facility will produce intermediate and finished products for the US market, with the first phase targeting approximately $500 million in investment.

The framework prioritises sustainability, safety, and profitability. US Chargé d’Affaires Natalie Baker hailed the agreement as a robust example of deepening bilateral ties.

Logistics and Financing to Drive Progress

The National Logistics Corporation (NLC) signed an MoU with Mota Engil to map priority projects, aligning with federal and provincial development plans and private capital.

The collaboration will identify mineral deposits for immediate export and prepare for longer-term leases.

To enhance efficiency, the parties will explore innovative financing and digital tools, including tokenisation to broaden investor access.

The focus remains on transparency, creating local jobs, and facilitating technology transfer. Clear timelines and joint review boards will ensure steady progress.

The overarching goal is to build a resilient supply chain for global industries while delivering lasting economic value to communities in Pakistan’s mineral-rich regions.
