The government has tightened its grip on so-called “TikToker officers,” with Prime Minister Shehbaz Sharif approving new regulations.
Government has further restricted the misuse of social media by public officials for personal promotion, as well as their involvement in journalistic, publishing, and political activities. After 62 years, Pakistan has introduced new rules for civil servants, titled the Civil Servants (Conduct) Rules 2026.
According to the recently issued regulations, no government employee will be allowed—without prior permission—to participate in managing or creating content for websites, social media platforms, blogs, YouTube channels, podcasts, TV or radio programs, or newspapers and magazines. This restriction also applies to officers operating anonymously or under pseudonyms.
The government clarified that public servants may use personal social media accounts, but they are not allowed to use official matters, resources, or information for personal gain, promotion, or branding. They are also prohibited from sharing content that could harm the reputation of the government or its institutions.
According to the notification, official social media accounts can only be created with written approval from the relevant authority and must be used strictly for authentic government information and institutional activities. In case of an officer’s transfer, all account details and access must be handed over to the incoming officer.
The government has also directed that no public servant may publish memoirs or writings based on their professional experience if they include confidential information. Similarly, making statements on any media platform against the government or its policies that could damage institutional dignity has been prohibited.
Furthermore, prior approval is now mandatory for publishing any book or article, except those of literary, scientific, or artistic nature. Authorities are required to respond to such requests within three months. Political activities have also been strictly restricted—no government employee may participate in political processes, provide financial support, or assist in such activities in any way.
No public servant may accept foreign titles or honors without government approval, nor participate in events organized for personal praise or promotion, except in an official capacity on specific occasions. However, employees may engage in teaching or consultancy work, provided it does not affect their official duties.
Additionally, borrowing or lending money between officers and their subordinates is prohibited. At the time of joining service, all assets must be declared, and annual declarations of income, expenses, and property are mandatory. Officers in Grade 17 and above must submit these details online. Providing false or concealed information may result in disciplinary action.
No officer may engage in activities that create a conflict between personal interests and official responsibilities. In such cases, they must recuse themselves from decision-making.
Living beyond one’s means or displaying extravagant lifestyles is also deemed unacceptable. Officials must justify expenses for large events. If a case is registered against an officer or they are arrested, immediate reporting is required.
The protection of official information is mandatory—sharing government documents without permission is prohibited, and leaking information to harm policies is considered a crime. Government information cannot be used for personal benefit.
Public servants are barred from political participation, including contesting elections, campaigning, or influencing outcomes. While they may vote, they cannot publicly express political opinions. Promoting sectarianism or discrimination is also prohibited.
Furthermore, speaking against the ideology of Pakistan is banned, as is participating in protests against government decisions. Favoritism, nepotism, and bias are strictly forbidden. Contacting foreign embassies or institutions for personal gain is also not allowed.
Government employees are required to maintain professionalism, dignity, and responsibility at all times, and must avoid making false complaints.
