The imposition of governor rule in KP had become a need of the day in order to ensure law and order situation in the terror-stricken province of the country. The promulgation of the rule meets all constitutional and legal requirements. The deteriorating and fragile security situation in KP also left no other choice than to take concrete and meaningful measures for the security and safety of its people.
Underlying causes of Governor Rule
The Federal govt had opened every door for PTI to convince them for a joint strategy against terrorists in the province but unfortunately PTI stepped back on the eleventh hour, spoiling an opportunity of mutual consensus for war against Afghan and Indian sponsored terrorists.
An irony of the fact is that PTI has put peace in the province at risk by resettling terrorists. Security forces clear areas of terrorists and restores peace, but Pakistan Tehreek-e-Insaf brings them back and resettles them, pushing the province towards unrest once. Instead of developing the province over the past 13 and a half years, the party had taken it back to the Stone Age.
It is a noteworthy fact that stronghold areas of TTP had been cleared through operations such as Zarb-e-Azb and Radd-ul-Fasaad, and sacrifices had been made to restore peace. However, PTI subsequently brought back and resettled members of the banned Tehreek-e-Taliban Pakistan (TTP). PTI’s leadership is the biggest facilitator of terrorists, and its thinking is aligned with the Taliban’s ideology.
Approximately Rs700 billion was received under the National Finance Commission (NFC) for counterterrorism, but the necessary measures were not taken to strengthen the province’s counterterrorism system.
According to a white paper report, as of December 2025, the CTD had 3,113 serving personnel against a sanctioned strength of 3,844, leaving hundreds of positions vacant. It further highlighted significant equipment shortages, including a reported availability of only nine M4 rifles against a requirement of 200 and 11 night-vision devices against a requirement of 35.
On top of this PTI govt maintains friendly ties with TTP and Afghan Taliban, the key facilitators in terrorism in Pakistan.
Apart from this, the health, education and administration of the province tell stories of mega corruption scandals and present bleak and depressing pictures with PTI focused on politics of confrontation and hate.
PTI is prioritizing political interests over national interests, and this approach to politics is harming the province’s peace and future.
What Is Article 234?
Article 234 is commonly referred to as Governor’s Rule. It primarily deals with the failure of the constitutional machinery in a province.
Under this provision, if the President, after receiving a report from the Governor, is satisfied that the provincial government cannot be carried on in accordance with the Constitution, the President may issue a Proclamation and assume some or all of the powers of the provincial government or direct the Governor to exercise those powers on the President’s behalf. The Constitution also assigns Parliament a role in relation to certain powers of the provincial assembly.
In light of the above provision, the president-imposed Governor rule based on security situation and the provincial govt’s total failure to safeguard the lives and properties of the public.
In such situation when the security of the province was at risk and the provincial govt was paying no heed to it, the federal govt had to impose governor rule in the broader interest of the state.
