Balochistan passes toughest child marriage law

The Balochistan Assembly has passed a major new law. It is called the Balochistan Child Marriages Restraint Act 2025. The act brings the province’s toughest penalties yet. It targets anyone involved in a child marriage. The act defines a child as anyone under 18. It declares all such marriages illegal. Some unions are void from the start. The law overrides all conflicting rules. It takes effect immediately.

The punishments are strict. Any adult male who marries a child faces two to three years in prison. He also faces a fine between Rs. 100,000 and Rs. 200,000. The same penalties apply to anyone who arranges, performs, promotes or supports the marriage. Courts can add three months of jail time if the offender refuses to pay the fine.

The act places new duties on Nikah Khawans, Nikah Registrars and union council secretaries. They must verify the CNICs of both parties before solemnising a marriage. If they ignore this requirement, they commit a crime. The punishment can reach one year in jail and a fine of up to Rs. 100,000.

The law gives police strong powers. All offences are cognizable, non-bailable and non-compoundable. Police can act without warrants. Bail becomes much harder. Private settlements are not allowed. Only a First Class Judicial Magistrate can hear these cases.

The act also addresses serious exploitation. It declares child marriages void when the minor is kidnapped, sold, coerced, trafficked or lured for marriage or other immoral purposes. It protects children born from such unions. The law recognises them as legitimate. It holds the father responsible for their maintenance.

The legislation marks a turning point. It sets clear boundaries. And it sends a strong message against child marriage in the province.
