27th Constitutional Amendment sails through the senate

Islamabad: The 27th constitutional amendment on Monday passed through the senate by two thirds majority. Clause wise approval was given to all 59 clauses of the amendment.

The session was presided over by Senate Chairman Yousaf Raza Gillani. Law Minister Azam Nazeer Tarar presented the bill, sparking a heated debate as opposition lawmakers staged loud protests during his address.

Bill Presented Amid Noise and Disruptions

As the minister began explaining the objectives of the proposed amendment, opposition members shouted slogans and disrupted proceedings. Senate officials struggled to maintain order as lawmakers exchanged verbal jabs across the aisle.

Government Defends Legislative Move

Despite the uproar, Law Minister Tarar defended the amendment, saying it was a necessary step toward constitutional clarity and institutional reform. He urged members to engage in debate rather than disruption, emphasizing that “constructive dialogue strengthens democracy.”

Opposition Erupts During Voting

Tensions flared during the voting process as Pakistan Tehreek-e-Insaf (PTI) lawmakers staged a protest and tore copies of the amendment inside the upper house. Their loud slogans disrupted proceedings, forcing Senate Chairman Sadiq Sanjrani to summon the Sergeant-at-Arms to restore order.

Surprise Votes Cross Party Lines

In a surprising twist, PTI Senator Saifullah Abro broke ranks with his party and voted in favor of the amendment. Jamiat Ulema-e-Islam (F) Senator Ahmed Khan also supported the bill, strengthening the government’s position. The Senate session counted 64 members present, though disputes over member participation led to a brief recount before the final tally confirmed a simple majority in favor.

Amendment Reshapes Military Command Structure

The 27th Constitutional Amendment introduces sweeping changes to Pakistan’s defense hierarchy. It abolishes the post of Chairman Joint Chiefs of Staff Committee and establishes a new position titled “Chief of Defence Forces,” effectively expanding the Army Chief’s authority within the armed forces.

Government officials called the passage a “historic step” toward modernization of the military command system, while the opposition denounced it as rushed and undemocratic. Despite the uproar, the bill now moves toward implementation following its Senate approval.

Next Steps in Legislative Process

After approval, the Amendment Bill will move to the National Assembly, where the government and its allies already hold a simple majority. Once the National Assembly passes it, the President will assent to the amendment, and it will become law.
