Pakistan approves in-flight internet and mobile services

Mobile service on airplanes will be conditional above an altitude of 3,000 meters; the license duration has been set at 10 years.


Principle decision to allow internet and mobile services on airplanes in Pakistan has been made. PTA has prepared a license for in-flight telecommunication satellite services, and the draft license has been issued for consultation.


According to details, stakeholders can submit their suggestions and recommendations to PTA by May 31. Under the license, permission will be granted to provide telecommunication satellite services during flights, and license holders will be able to provide internet and mobile telecommunication services on aircraft.


Mobile service on airplanes will be conditional above 3,000 meters altitude. The license duration has been set at 10 years with the facility of renewal.

A formal certificate from PTA will be mandatory before starting the service. The license holder will be required to start services within 12 months.


For license holders, data storage and processing in Pakistan has been made mandatory. Registration with PSARB for satellite operators will also be compulsory. In addition, international bandwidth must be obtained from a locally licensed LDI operator.


Conditions have also been included to ensure privacy and security of users’ data. The use of telecom equipment without approval will be prohibited, and service quality must be maintained according to international standards.


At present, no spectrum fee is applicable; however, it may be reviewed in the future. Transfer of the license will require prior approval from PTA, and in case of violation of rules, the license may be suspended or cancelled.
