CDA Anti encroachment operation in Noorpur Shahan

Islamabad: The Capital Development Authority (CDA) has conducted a large-scale operation against illegal encroachments in Noorpur Shahan, recovering valuable state land worth billions of rupees.


Authorities reported that around 300 acres out of a 600-acre encroached belt have been retrieved, while more than 3,500 illegal structures were identified and action was taken strictly under the law.


Officials stated that the land was originally acquired between 1961 and 1964 with full compensation provided to owners, including cash and alternative land, thereby settling all claims decades ago.

A Supreme Court Suo Motu Case (No. 1 of 2011) reaffirmed that the acquired land legally belongs to the state with no entitlement for encroachers.


According to CDA, due process was fully followed, including public notices, hearings, and issuance of a speaking order on January 19, 2026. No appeals were filed against the decision.


The operation, carried out from November 2025 to April 2026, was conducted after prior notice, allowing residents time to remove their belongings and structures voluntarily before enforcement began.


Officials also claimed that evidence from the ground showed voluntary removal of materials by occupants, indicating a phased and pre-notified enforcement approach.


Illegal commercial use of the land, including unauthorized sales and rentals, was also uncovered, leading to the registration of FIRs against those involved.


Authorities clarified that the Model Village established in 1985 remains unaffected, as the action was limited strictly to illegal encroachments outside its notified boundary.


CDA, Islamabad Capital Territory (ICT) Administration, and Islamabad Police jointly conducted the operation to restore state authority and protect public land, warning that illegal land grabbing and parallel property markets will not be tolerated.
