HEC imposes ban on establishment of sub-campuses of universities

HEC approves joint/double degree system

The Higher Education Commission of Pakistan (HEC) has imposed an immediate ban on the establishment and operation of sub-campuses at the tehsil level in universities across the country. All universities have been directed to comply with this decision with immediate effect.


According to details, HEC has clarified that no university will now be allowed to establish, advertise, or operate new sub-campuses at the tehsil level. In this regard, HEC Chairman Professor Dr. Niaz Ahmed informed vice chancellors and rectors through an official letter.


The letter stated that this decision has been taken under the authority granted by the Higher Education Commission Ordinance 2002. It further explained that after a detailed review, most sub-campuses at the tehsil level were found to be structurally weak and academically unstable.


HEC noted that such campuses face difficulties in hiring and retaining PhD-qualified faculty, have limited student enrollment, and offer restricted academic programs.

Additionally, they often lack essential facilities such as laboratories, technical resources, residential arrangements, and quality educational infrastructure.


The commission has directed that no university or degree-awarding institution should attempt to establish, launch, or seek approval for any new sub-campus at the tehsil level.

HEC also made it clear that it will not issue NOCs, approvals, accreditations, or degree attestations for such campuses.


Furthermore, any approval, notification, or decision made by a university’s syndicate or senate without prior HEC permission will be considered invalid and will hold no academic value. All pending applications and documents related to such campuses have been suspended immediately.


Universities have also been instructed not to initiate admissions, advertising, faculty hiring, land acquisition, procurement, or construction activities for these campuses. In case of non-compliance, HEC may take regulatory action, including suspension of approvals and other legal measures.
