Prime Minister takes notice of NEPRA’s new solar regulations

The Prime Minister has taken immediate notice of NEPRA’s newly issued solar regulations. . It was decided to maintain a balance between the rights of solar consumers and the financial burden on general electricity consumers.

A meeting chaired by the Prime Minister was held regarding NEPRA’s new rules and regulations. The Energy Minister clarified that the new policy will apply to relevant consumers as per the revised framework.

Prime Minister Shehbaz Sharif directed the Power Division to file a review appeal with NEPRA to ensure protection of existing contracts of solar consumers. He emphasized that solar users’ agreements must be safeguarded at all costs.

He also instructed the Power Division to prepare a plan to ensure that the burden of 466,000 solar consumers benefiting from net metering does not fall on general electricity users connected to the national grid.

A major change has been introduced for solar panel users, as a new billing system has been enforced.


The National Electric Power Regulatory Authority (NEPRA) has abolished the old net metering system and implemented a new net billing system. A formal notification has been issued. The purpose of the new system is to modernize the process of buying and selling electricity.

The new law will apply not only to domestic and industrial consumers but also to those generating electricity from biogas, wind, and other renewable energy sources—provided their production capacity is up to one megawatt.Such consumers will now be called “prosumers”, meaning they both consume electricity and supply surplus electricity to the national grid.


Under the new system, instead of purchasing excess electricity at Rs 27 per unit, it will now be bought at the current national average tariff (average electricity price).
