After the approval of the federal cabinet, the bill of the 27th Constitutional Amendment was presented in the Senate. The Chairman of the Senate referred the bill to the Standing Committee on Law and Justice.
The Senate session started under the chairmanship of Senate Chairman Yousaf Raza Gillani. In which Law Minister Azam Nazir Tarar presented the bill of the 27th Constitutional Amendment.
Senator Azam Nazir Tarar, said that we present the bill to the joint committee of Parliament. The committee will do its work, we are in no hurry, members of the National Assembly and Senate sit in the joint committee. The bill will go to the committee, other members will also be invited to the committee who are not members, voting on the bill will not happen now. We will start discussion with the opposition.
The Chairman of the Senate told the opposition to participate in the committee meetings. The bill was referred to the Standing Committee on Law and Justice.
Azam Nazir Tarar said that after consultation with all parties, we have brought the proposal of the Federal Constitutional Court; cases take 40% of the court’s time, when consultation was done on the 26th Amendment, colleagues said not to go towards such a big change, at the time of the 26th Amendment colleagues said to resolve matters by forming constitutional benches.
Federal Law Minister Azam Nazir Tarar said that under the 27th Constitutional Amendment, powers of the executive on judges’ transfer have been reduced. While the honor of Field Marshal will remain for life.
Talking about Article 243, which says that the federal government will have authority over the armed forces. He said that new clauses are being included in it.
He also said: Army Chief General Asim Munir has been given the title of ‘Field Marshal’. This is an honorary title, not a position or rank, the Army Chief is a position whose term is 5 years.
According to him titles like Field Marshal, Air Force Marshal, of the Fleet are given to national heroes in different countries. These titles are for a liftetime, and the power to cancel them will not be with the PM but with Parliament.
He said that from 27 November 2025, the position of Chairman Joint Chiefs of Staff Committee (CJCSC) will be abolished. The current CJCSC is our hero, after their term is completed, this position will be abolished.
The Law Minister said that after this, no new appointment will be made. As the Army Chief will be given the role of Chief of Defence Forces.
